Founded in 2014, Eagle Hills is a privately held Abu Dhabi investment and development firm chaired by Mohamed Alabbar, the founder of Emaar Properties. Its portfolio spans large, mixed-use waterfront masterplans in the UAE and abroad — among them Marsa Al Bateen and Bloom Marina in Abu Dhabi, Waterfront City in Beirut, Mivida in Cairo, and projects in Belgrade and Bahrain.

On Ramhan Island, that approach takes the form of up to 1,800 freehold villas, marina-facing apartments, a 150+ berth marina and a 1.7 km promenade, planned as one connected island community rather than a set of separate developments.

Building Around the Island, Not Over It

Roads, utilities and the tram network for Phase 2 and Phase 4 are being delivered under a single infrastructure contract worth roughly AED 2.5 billion (about USD 680 million), awarded to Hassan Allam Construction, a long-established contractor in the region.

Work is already underway on site. Because much of Ramhan Island sits across tidal shallows and soft coastal ground, groundworks have relied on amphibious SK380 excavators rather than conventional machinery — equipment suited to building with the island's terrain instead of reshaping it.

Hassan Allam Construction, a long-established regional civil contractor, holds the Phase 2 and Phase 4 infrastructure contract for roads, utilities and the tram network, worth approximately AED 2.5 billion (around USD 680 million) and overseen by Eagle Hills' in-house construction arm.

Site teams use amphibious SK380 excavators for groundworks — machinery able to operate across the island's mangroves, sandbanks and tidal bays without reshaping them, reflecting the technical investment needed to build with this terrain rather than against it.
